Best ISP proxy providers: six vendors compared by price per IP, smallest plan and terms

The best ISP proxy providers for most buyers come down to two numbers: the price per IP at the quantity you need, and the smallest plan you are allowed to buy. On the pages we read, Webshare is the cheapest per IP (shared from $0.30/IP, dedicated from $2.10/IP at 20), ProxyHive is the cheapest way to get one to a handful of dedicated IPs, Oxylabs has the cheapest shared IPs with unlimited bandwidth, and IPRoyal is the only one with a 24-hour rental.

A disclosure before anything else: we are ProxyHive, and we sell ISP proxies. This guide compares us with five other vendors, and in several rows we lose. Every competitor figure below was read on the vendor's own public pricing page, on 2026-09-29 for Decodo, IPRoyal, Bright Data and Oxylabs, and on 2026-09-30 for Webshare, and each links to the page. Where a page did not show something, the cell says "not stated on the page we read" instead of a guess.

#How we picked and what we compared

The five other vendors come from our provider comparison pages, where each is priced at the same order size as us; SOAX is left out because the pricing page we read covers residential and mobile traffic, not ISP. For ISP proxies we compared:

• Price per IP at 1, 5, 10 and 20 IPs, for a one-month term.
• Smallest plan, because a 20 IP minimum makes one IP cost twenty times the rate.
• Shared or dedicated, because the two are different products with different prices.
• Billing and terms: monthly, yearly or fixed terms, and what a plan includes.
• Targeting: what you can choose when you order a static IP.
• Trial and refunds, as stated on the page.

We did not score speed, success rate or pool size. No pricing page can tell you those for your targets, ours included; how to test a proxy provider explains how to measure them yourself before you commit.

If the term is new: an ISP proxy is a fixed address registered to a consumer internet provider but hosted in a data centre, which is why vendors also sell it as a static residential proxy. What is an ISP proxy covers it in full.

#Cheapest ISP proxies: price per IP at 1, 5, 10 and 20 IPs

Each cell is the price per IP for a plan of that size. "No plan" means the smallest plan is larger than that quantity.

Webshare also sells a middle tier, private static residential, shared with one or two other users; its smallest plan was 25 IPs at $0.9262/IP, $23.16 a month.

#What you pay when you need fewer IPs than the plan holds

A per-IP rate is only your price if you use every IP in the plan. Divide the plan price by the addresses you need to get the effective price per IP:

This is our arithmetic on the listed plan prices, per month before tax. It is where the ranking flips. At one dedicated IP, Webshare's plan works out at $42.00 for the address you use; at 20, it is the cheapest dedicated rate in the table. Against our ladder the crossover sits between 10 and 20 IPs: compare $42.00 with $2.66/IP times the addresses you need. The ISP proxy price comparison has the same arithmetic for the shared plans.

#Best static residential proxies: shared vs dedicated

The cheapest figures on this page are shared IPs, and a shared IP is a different product.

Webshare's FAQ puts it plainly: "Shared proxies are used by more than two other customers and cost the least. Private proxies are shared with one or two other users [...] Dedicated proxies are fully yours." If an allowlist or a login depends on the address, compare dedicated rows only. #Terms, bandwidth, targeting and trials

A few cents per IP matter less than a term you cannot leave or a location you cannot choose.

Webshare's country selection comes from its help centre article on changing the country of proxies, which says you can "choose the number of proxies per country".

Trials and refunds, as the pages state them:

• Webshare: no free ISP tier. Its FAQ says the free plan of 10 proxies and 1 GB a month "applies to Datacenter Proxy Servers only". Refunds are offered within 2 days of payment if under 1 GB has been used on a static residential plan and under 1,000 proxies.
• Decodo: a 100 MB, 3-day trial listed on the residential page; an ISP trial was not stated on the page we read.
• Bright Data: a first-deposit match up to $500 for new accounts, listed on the residential page.
• Oxylabs and IPRoyal: not stated on the pages we read.
• ProxyHive: 1 GB of residential traffic for a new account, a $10 minimum top-up, and unused paid balance refundable under our refund policy. Balance never expires; an IP term that has run is used.

#Cheapest per IP, any kind: Webshare

If sharing an address is acceptable, Webshare's shared tier at $0.30/IP ($6.00 a month for 20) is the lowest price for a static IP we found, by a wide margin. Its shared tier goes down to $0.225/IP at 10,000. Our Webshare comparison lists every row it wins, with sources.

#20 or more dedicated IPs: Webshare

At 20 dedicated IPs Webshare lists $2.10/IP against our $2.66/IP, and its ladder reaches $1.47/IP from 2,000. If you need a fleet of dedicated addresses and a monthly bill suits you, price it against ours line by line.

#One to a handful of dedicated IPs: ProxyHive

This is the buyer we built the ISP line for. One dedicated IP is $3.20/IP for 30 days, with no pack to fill and the carrier named before you pay. Below the crossover in the effective-price table, no dedicated plan here costs less for the addresses you use, with one open question: IPRoyal's "from $2.70 per proxy" for 30 days, whose quantity its page did not state. Check its configurator for your country. Buying a single static IP walks through the order.

#Dedicated IPs next to a targetable residential pool: Decodo

Decodo's dedicated ISP prices sit close to ours: 3 IPs at $9.99 + VAT a month ($3.33/IP) and 10 at $2.9/IP, against our $3.20/IP and $2.66/IP. It does not undercut us at any quantity we could compare, but it lists city, ZIP and ASN targeting on residential, which we do not offer, so a team that needs both lines from one account has a reason to stay there. Its headline is "From $2/IP"; the largest plan listed was 200 IPs at $2.5/IP. Details are in the Decodo comparison.

#Shared IPs with unlimited bandwidth: Oxylabs

Oxylabs' 10 shared IPs at $1.60/IP come with bandwidth unlimited under a fair-usage policy. Webshare's shared tier is cheaper per IP but its entry plan includes 250 GB a month, so a traffic-heavy job may favour Oxylabs. See the Oxylabs comparison.

#A one-day job: IPRoyal

IPRoyal lists a 24-hour ISP option from $1.80 per proxy. Nobody else here sells a term shorter than a month, us included. The IPRoyal comparison has its 30-day figure too.

#A large fleet next to scraping APIs and datasets: Bright Data

Bright Data's dedicated ISP plans run from 10 IPs at $3.5/IP to 1,000 at $2.5/IP. It is not the cheapest per IP on this page, but it sells scraping APIs, datasets and mobile proxies on the same account, which matters if you want one vendor. See the Bright Data comparison.

#How to choose in five questions

1. How many IPs do you need, this month and in three months? Under the smallest plan, use the effective-price table; at or above it, compare listed rates.
2. Can the IP be shared? If a login, allowlist or account depends on it, no: compare dedicated rows only.
3. Do you need a place or a carrier? Check what the order form lets you choose before paying. Several pages we read did not state it.
4. How long must the address stay the same? A monthly plan can be stopped; a longer term is cheaper per month but paid up front.
5. What will you send through it? Read the vendor's allowed-use rules first. Ours are on the allowed-use page.

#Methodology

1. Competitor figures were read from each vendor's public pricing pages in US dollars, on 2026-09-29 for Decodo, IPRoyal, Bright Data and Oxylabs, and on 2026-09-30 for Webshare, and stored with the URL, the date and the text on the page.
2. "Not stated on the page we read" means we did not see it on that page on that date. The vendor may sell it through a configurator, a sales contact or a page we did not read.
3. The effective-price table is our arithmetic on listed plan prices, rounded to the cent. Nothing else here is derived.
4. ProxyHive figures come from the live catalogue checkout reads.
5. SOAX is on our comparison pages but not here: the pricing page we read covers residential and mobile traffic, not ISP.
6. Prices change. If a date here is more than three months old, treat the figure as stale and follow the link.
